Wednesday 14th October 2009 at 7.15pm

2. Welcome to Members & Visitors

Cllr Thomas welcomed everyone to the October meeting.

3. Acceptance of Minutes of Previous Meeting[s]

Minutes of the meeting of the 9th September 2009 were accepted as a true record. Proposed by
Cllr D'Arcy, seconded by Cllr Penn.

4. Matters Arising

Not on Agenda

[4][xiii] Cllr Mr Robinson reported that Cllr Mrs Robinson had yet been unable obtain a date
for the next meeting of the SE Pembrokeshire Health Network.
[6] Cllr Mr Robinson reported that PCSO Mandy Goodland had now arranged a surgery in the
rear room of the Village Hall every third Wednesday of the month starting on the 21st October.
The Fire service have also agreed to send a representative if there is a call for this.
[7][a][ii] The Clerk had sent a letter regarding the Carbon Reduction proposals by
Pembrokeshire CC outlining the Community Council's concerns regarding the loss of street
lighting at various points in the village.
[7][a][iii] The Clerk had sent a letter to Pembrokeshire CC outlining the Community Council's
concerns both with each each individual sites in the PCC Local Development Plan 2011-2021
and some general concerns regarding traffic increase and access issues.
[7][a][v] Cllr Thomas had sent a response to the Disability Equality Questionnaire.
[7][b][xx] The Clerk had sent a letter to Pembrokeshire CC in support of Mrs Ball's request for
a raised platform at the Holloway Court bus stop. Her had yet to receive a reply.
[10][i] The Clerk updated the Council in respect of the Armistice Parade arrangements.
[10][iv] The clerk had visited the village green alongside the hotel and it was in fact earth not
rubbish. It would appear that it had also been planted. There was no further action required at
this time.

On Agenda.

[i] Handrail. C/Cllr Cavill reported that there had not been a Church Meeting since the last
report but there was due to be one next week where the matter should be raised.

[ii] Village Tidy. There had been no update at this time from Mr Codd. C/Cllr Cavill would
being seeing Mr Codd and would raise the matter and the Clerk would also contact him.

[iii]Leaning Trees. Cllr D'Arcy reported that Mr Day was unable to do the work at present.
It was reported that Mr Phillip Davies of Helm House may be interested. It was also decided
to add another two red May trees. Cllr D'Arcy was to contact Mr Richards and Cllr Thomas
would source the May trees. Authority was given to Cllr Thomas to agree the costs for both.

[iv] Pipe Laying. The clerk had contacted the utility who had visited the site and agreed that it
had not grown back properly and they would reseed the area.
[v] Carol Concert. The clerk updated the Council. Village Hall had been booked in case of
inclement weather. Father Christmas had bee arranged. Mr Shepherd had agreed to provide the
sweets. He had yet to confirm the Choir.

5. Planning Matters

[i] 09/0299/PA. Wychwood, Penally. The Clerk had received notification that the application
had been refused by Pembrokeshire CC but there was an appeal to the Welsh Assembly. The
clerk would notify the Assembly of the Council's interest.

[ii] 09/0271/PA. Trefloyne Golf Club, Penally. Notification had been received of a meeting
regarding the above but this had then been postponed.

There was a then a general discussion in respect of the new system whereby any party who
shown interest in an application could attend the Council planning meeting and put forward
their views. The Council supported this system but to date had not needed to attend. The Clerk
would send a letter of support for the system to PCC.

[iii] The clerk had received a letter from Pembrokeshire CC inviting two members of the
Community Council to attend a briefing session in respect of planning issues on Saturday 17th
October 2009. the letter had only been received the day before. Due to the short notice there
was no one available to attend. The Clerk was asked to contact PCC and ask if this session
was being repeated and also to request any briefing material from the session.

6. Website

Cllr Mr Robinson reported that the website was up to date except for the value of the Village
Tidy Contract. Clerk to assist.

7. Correspondence

[a] Pembrokeshire County Council.

[i] Letter re Swansea/ Carmarthen Bay Shoreline Management Review. There is a forum on
3rd November 2009 at The National Botanical Gardens. A discussion ensued regarding this
matter as Penally Community Council does not actually have any coastline but here were
obvious impacting factors affecting the Community. It was agreed to contact Tenby Town
Council which does have a responsibility for much of the shoreline bordering Penally to seek
their assistance in representing the Community Councils in this area.

[ii] The Clerk had received 5 copies of the PCC A-Z of Council Services.

[b] Other

[i] CRUSE Sir Benfro. An invitation for the Chair to attend a service on the 1st November
2009 at St David's Cathedral to celebrate 50 years of the organisation. Neither the Chair nor
the Vice-Chair would be able to attend.
[ii] Pembrokeshire Housing. A copy of the Association's Annual Report.
[iii] Western Power. A letter regarding the Christmas Lights. There was a discussion in relation
to the purchase of additional lights. It was suggested by the Clerk that the Council consider
purchasing LED lighting which was very eco friendly and also very cheap to run. The Clerk
was to look at the cost of purchasing such lights.

[i] PCC/CCC – a copy of the Summer 2009 edition of Play Times
[ii] Viking Direct – Stationery Catalogue.
[iii] PCPNA – Park Post September Edition.

8. Accounts & Finance

[a] Balance of Accounts

The Clerk gave the Council a breakdown of the current situation.

[b] Accounts for Payment

[i] Clerk's Salary for September. Proposed – Cllr D'Arcy, seconded – Cllr Paul.
[ii] Acorn Garden Services – September grass cutting. Proposed Cllr Thomas , seconded –
Cllr D'Arcy. Cllr Paul asked that Acorn be contacted re the height of the last cut of the greens
which appeared to leave the grass about six inches long.
Action – Clerk
[iii] Willow Carpentry – bill for repair of benches. Proposed – Cllr Penn, seconded – Cllr
D'Arcy.
[iv] Society for Local Council Clerks – annual membership. Proposed by Cllr Mr Robinson,
seconded - Cllr Paul.

[c] Requests for Funds

[i] Bobath Wales – appeal for funds. Normal donation. Proposed – Cllr Williams, seconded –
Cllr Penn.
[ii] Wales Air Ambulance - appeal for funds. It was proposed by Cllr D'Arcy that the Council
make a larger donation than normal. Seconded by Cllr Adams. It was agreed that 320 be
donated.
[iii] Shelter Cymru – appeal for funds. Proposed - Cllr Penn, seconded - Cllr Adams.

9. County Councillor's Report

Footpath 33/3 – Ridgeway to Trefloyne. The Footpaths officer has carried out some
improvements on the steep part of the path where it was found to be most slippery. The
owners of Trefloyne have been very helpful and contributed to the work. They have also
stated that should the vegetation on the stretch parallel to the Golf Course grows too long in
between the Council staff cutting it they will trim it. This path forms part of the Penally
Nature Trail.
Proposed Changes in Car Park Charges. As it the residents of the area who are most
likely to use the Tenby Multi Storey car park in the winter I have written to the Director of
Transportation on the proposed winter charging. However, following a special meeting of the
Environmental Overview and Scrutiny Committee, it was agreed that there be a wider
consultation on the subject throughout Pembrokeshire.
Withyhedge Landfill Site & Transfer Station. County Councillors had an opportunity last
week to visit this site for a guided tour. This proved to be very interesting, especially seeing
how the contents of the orange bags are dealt with. The managers of the site welcome groups
of visitors and it was suggested that visits be organised for groups of Community Councillors.

10. Matters for Further Consideration

[i] Village Hall Open Day. Cllr Thomas informed the Council of the Open Day to celebrate 25
years. This was on Tuesday 20th October 2009 and the Council, as a user, had been asked to
put up a display.

[ii] War Memorial. It was agreed to tidy up the memorial in time for Remembrance Sunday.
C/Cllr Cavill agreed to purchase the plants required and Cllrs D'Arcy & Penn agreed to plant
them and tidy the memorial. Authority to spend up to £50 was given.

[iii] The Clerk informed the Council that the date of the December meeting would now be the
2nd December 2009.
[iv] Cllr Williams reported that she had received a complaint about the overgrown state of the
footpath near the range. C/Cllr Cavill said she would report the matter.
[v] Cllr Penn reported that the footpath on the green was very slippery. C/Cllr Cavill said she
would also report this.
[vi] Cllr D'Arcy reported that she had attended Penally School Open Day on behalf of the
Council. She had found it very interested and was impressed with the work that was going on.
[vii] Cllr Paul reported that he had received a complaint about Army Personnel running on the
road through the village and had been told that this may have been against some agreement
with the camp. There was an agreement for personnel not to use the road in numbers late at
to prevent them using the road for training purposes as long as Health & Safety was observed.
[viii] Cllr Mr Robinson reported to the Council on the availability of funds through the Tidy
Towns Initiative. Councillors were asked to put forward any ideas whereby this may be
beneficial to Penally. The area of the War Memorial was mentioned. This would be further
discussed.
